CRBC Goals formulated from our first meetings back in 2001. It is nice to see that a lot of the things that were important to us back in 2001 are still important to us today.

  • Make it a municipal policy to put bike lanes or paved shoulders on ALL arterial roads, whenever they are up-graded or constructed. Two great places to start are the speed loop (out Whitehall etc) and Fox Hollow Road and over to Bellefonte.
  • Safe, signed, connected & maintained bike paths! Connect existing bikeways so that there are continuous and safe paths throughout the area. Mark the bike paths so people know where they are and how to connect to get to other places. Get the municipalities to have Parks & Rec maintain the paths AND provide the budget to do it.
  • Access all available funds such as Transportation Equity Act for the 21st Century (TEA-21), Department of Conservation & Natural Resources (DCNR), Department of Environmental Protections (DEP), Department of Transportation (DOT) to improve bike/pedestrian/X country skiing paths & lanes.
  • Provide bike-friendly facilities at municipal, campus and other community locations (e.g. new library, schools, municipal building) by including secure & sheltered bike-racks and showers for bike commuters. Provide the same emergency transportation services for bikers as are now provided for car-poolers.
  • Make biking a central component of PSU transportation planning.
  • Increase the miles of commuter biking in the Centre Region, i.e. create a real critical mass that is there every day.
  • Get a polite but vocal group of bike advocates to keep these issues on the public agenda.
  • Educate bikers and the community about bike safety issues.

Proposed Actions

Establish a regional, maintained set of bike routes

Create & maintain a map of existing plus proposed bike routes

Lobby for municipal maintenance of some bike paths this winter. Lobby for a budget to have Parks & Rec take over all bike path maintenance.

Stay current with plans for new bike routes & have a quick-response strategy to assist municipalities to achieve the bike-related goals

Lobby to get paved, sub-based shoulders for bikers on all new or reconstructed roads.

Identify problems , e.g. fears that bike paths allow intruders into neighborhood.

Increase # of bikers

Help to publicize existing bike routes, conduct surveys, sponsor or support bike-commuting

Bike amenities

Identify new public buildings and try to get highly visible bike racks plus other bike amenities as part of the design and construction

Model Ordinance

Investigate ordinances that have been enacted by other cities.

Liaison

Establish action committees to liaison with each municipality & establish CRBC presence at council meetings.

Establish working relationship with regional & state offices of PennDOT.

Communicate CRBC Master Map to municipalities & push to get appropriate land dedicated to bike/ped paths.

Lobby for COG funding for maintenance of bike paths.

Keep tabs on PSU West Campus & other Master Plan issues affecting bikers (relates to PSU Bike Committee involvement)

Greenways, Rails-to-Trails, etc.

Planning

Investigate & educate CRBC about funds for bike routes, e.g. TEA21, PA- DCNR, DEP, DOT
